Government Sets Up Creative Economy Office to Regulate and Grow Digital and Arts Sector
William Ruto has approved the establishment of a new Creative Economy Office at State House, in a move aimed at strengthening oversight, regulation, and investment across Kenya’s fast-growing creative industries.

The office will oversee key segments of the sector through specialised roles, including a Director of Gaming, a Secretary for Film Services, and a Head of Music and Fashion—positions designed to coordinate policy, support talent development, and attract both local and international investment.
The initiative signals a shift toward formalising Kenya’s creative economy, which spans film, music, gaming, fashion, and digital content creation—industries that have seen rapid expansion driven by youth participation and rising internet access.
Government officials say the new structure is intended to streamline fragmented regulatory frameworks while positioning Kenya as a regional hub for creative production and digital innovation in Africa.
The move mirrors a broader continental trend, as African governments explore ways to harness creative industries for job creation, export earnings, and cultural influence in the global market.
