World Bank Allocates $27m in Performance Grants to Nigerian States for Reform Milestones
The World Bank has approved the disbursement of $27 million to 20 Nigerian states under a performance-based funding initiative tied to governance and service delivery reforms.

The grants are part of the Human Capital Opportunities for Prosperity and Equity (HOPE) Governance Programme, a large-scale intervention designed to strengthen basic education, primary healthcare and public financial management systems across the country.
The funding followed an independent assessment of participating states’ compliance with specific reform targets. These benchmarks focused on improving sectoral planning processes, standardising budget frameworks at the local government level and promoting transparency through public access to financial information.
States that met the required conditions received varying levels of support based on their performance, while others were excluded from the initial round due to unmet criteria or delays in fulfilling programme requirements.
Implemented through collaboration between federal and state institutions, the initiative adopts a results-driven approach, linking financial incentives to measurable improvements in governance and service delivery.
With a significant portion of the overall programme funding earmarked for state-level grants, the scheme is expected to drive reforms that enhance efficiency, accountability and access to essential services, particularly in education and healthcare sectors.
